Text not highlighted when selected

I have an instance where when I triple click on a heading style, it does not highlight in the normal way - blue - but it is highlighted.

My apologies if this is common sense, but am I missing something? Is there a setting I've not 'set'?

Could you provide a screenshot of what you're seeing?

Publisher uses the highlight colours of your system. Which colours are chosen in your system preferences?

Is it like this:

I see this when I have a floating modal window* open and selected.

* (I have no idea if that is the correct terminology, things have changed so much over the years)
