I am new to affinity and need help with creating a template.

I have to make a template for the inner paper circle of a vinyl 12" record. One I have the template I will need to place the record 

design on top - text and images....being able to move the images around on a circular base ( ie it doesn't have a fixed direction).

are there any tutorials specific for this - or basics on how to create a circle within a circle 

with set dimensions - it has to be precise I cant just use my eye .

Welcome to the forums :)

There's no direct 'template' builder in Affinity, however you can save your objects as assets (provided you're using Affinity Designer) to be brought into new projects, or save a copy of the Affinity file and then duplicate this whenever you need a template.

In terms of creating a circle with specific measurements, this can be done using the transform studio. I've made a quick video below showing this:
