On the swatches panel, is there a difference between importing or adding palettes? For instance "add Application Palette" or "Import as Application Palette"? Add Application Palette will create a new (empty) application palette in the Stwaches panel whereas Import Palette -> As Application Palette will open a dialog to let you pick an .afpalette file that will be imported as an Application Palette in the Swatches panel.
