Footnote numbering across pages

For some reason the footnote numbering restarts from 1 when the article reaches a new page. There must be something basic I'm missing, because this is obviously not supposed to happen.

I would say my experience is the opposite. But I have seen many many books where the numbers are restarted every page. Not sure if there is a style manual for the "restart on every page" option/choice.

Apropos nothing to do with numbering of notes; I have seen books where a single note takes up more than one whole page, starts on page seven, fills page eight and finishes on page nine.
