Looks exactly like the old pre-v1.8 expand stroke Serif algorithms that caused widespread frustration. 

Serif, have you done something foolish and recruited the usability specialist you advertised for this summer... internally? If so, let your customers know. Be transparent. I see no evidence that a properly trained UX professional is involved in Affinity - on the contrary - and if you continue your work without usability expertise, it is an insult to all your customers.

No Contour Tool, Line Width Tool, curve profile, etc. Though, I think I figured out the true cause of this. Look at the Appearance panel in this image:

Apparently the curve has double strokes and one is set to 0 pt. When I switch to the other stroke Expand Stroke started to work. It also created double Curve Layers upon activation unlike before which did none of the sort. There is nothing on that layer at the bottom because the thickness was set to 0 points, so I guess that should count as a bug as well.

That means that if you try to expand a stroke set to 0 it will refuse to do so, even if there are other strokes on that curve that should be expanded. It's all depending on your stroke selection basically.
