Which picture frame are you trying to select, the one with the Mask or the one with the Image? For that matter, why do you have a Mask inside a picture frame? Why not just have it above the image or in the image? To my mind this seems overly complicated.

The problem might be that you're using one picture frame as a clipping mask for another picture frame.
You should use an svg object "paint splash" (alternatively rasterize it) as an clipping mask, then you would have no problem with selecting the image inside.

But in this case, it's necessary either to prohibit using a clipping mask with picture frames and display a corresponding message that it's not allowed, or to fix the error that currently occurs during such operation.

You're probably right, but the normal purpose of image frames is to create decorative spaces in the document where you can insert content, such as:

  • Affinity compatible image file,
  • PDF file,
  • InDesign IDML document
  • or an Affinity Photo 2, Affinity Designer 2, or Affinity Publisher 2 document

Using them as a clipping mask for another image frame is not consistent with their intended purpose, and what's more, this method of use makes absolutely no sense.
You can create a clipping mask for an image frame directly from a vector or raster object.
Maybe the devs didn't expect that anyone would use them in this way and decided that it was not a priority to prohibit such use.
There are more important things to fix or implement.
