is this fastest way do rectange to page what is half page size? i do whole page sized one using feature what shows markings when thing is touch border of pages. and put after it i put 50% value of size. or there somewhere values what are always full size of page like constant what is page width/page height what i can use part of formula.

Personally and if things should be exact here, I would make use of the transform panel for a rectangle and use accordingly expressions for field input. So things like ...

x = 0
y = 0
w = page width
h = page height /2  ... or ... page height * 0.5 ... or ... 50%

I might suggest enabling Snapping, and then drawing a rectangle that is the width of the page, and for the height you'll get a green Dynamic Guide and snapping at the midpoint of the page.
