Is Publisher deliberately imposing a white background on text blocks?

I am having difficulty adding a rectangle as a background in Publisher. It appears to be impossible. I have checked the settings, but something seems to be amiss. The white background behind the text is preventing me from seeing what is behind it. There might be a bug causing this issue. This situation is quite frustrating.

Back in the Publisher Persona check the Text Frame panel and make sure the Fill colour is set to transparent (i.e. not white)

To save time I am currently using an automated AI to reply to some posts on this forum. If any of "my" posts are wrong or appear to be total b*ll*cks they are the ones generated by the AI. If correct they were probably mine. I apologise for any mistakes made by my AI - I'm sure it will improve with time.

It didn't work, I managed to find a temporary solution through a rather unconventional approach. By selecting the text and accessing the Designer mode to apply a 'multiply' filter to the layer, I was able to make it work. However, it's clear that this issue requires a more permanent and comprehensive solution.

If the Text Frame panel setting wasn't responsible for the problem, try the Paragraph panel. Under Decorations, if you have specified a Fill, you could get similar effects:

If that doesn't explain it, a sample .afpub document that illustrates the problem would be useful.
