Mac Photo 2: Why can't I paint on a new layer?

I created a new pixel layer, tried to paint but could not. it looks as though I'm uncovering something else tho...I appear to be thoroughly in the weeds with how Photo 2 handles painting. I checked channels and nothing appears to be blocking me. Am I missing something obvious? Oughtn't we be able to paint on a new layer?

Not sure why your Blend Mode just shows Color instead of one of the usual color ones, but maybe try setting it to Normal to see if that makes any difference?
