I want to paint in some ghosts on an image, just using a paintbrush & white color. Does anyone have suggestions on which brush to use or a better technique that is more realistic? Thanks.

Since ghosts are not real & there many different ways to represent the concept of a ghost visually, you will need to decide on which one(s) you want to use & select one or more brushes and/or transparency levels to create them.

So it could be anything from the classic Halloween sheet with eyeholes to a smoky translucent blurry image.

... or "simply" use a photo of an (isolated) person as ghost, and place it in white, with a 'ghosty' layer blend mode and in reduced opacity.
