The screenshot shows that the panel label is smaller when you are not on the 32-bit Preview and then enlarges when you click on it. I think the OP is stating that the 32-bit Preview panel can't be resized - the mouse pointer changes to a circle with slash shape when you try to resize it. It's the same for at least Transform, Colour, and Stroke. I've gotten used to this but I was puzzled by it when I first starting using Affinity. I'd want to make Layers or History taller and it wouldn't let me drag the divider between it in and the panel group below because the Colour panel tab was selected in the lower group. I'd have to switch from Colour to Swatches and then I could drag the divider. Of course then I learned I could double click the panel tab to collapse it and I stopped caring about this design limitation. Sometimes you can resize a panel's height and sometimes the resize pointer is not displayed. It's only a limited number of panels but if you're trying to resize a "resizable" panel and one of the "fixed" panels is the active tab in panel group below it, you won't be able to resize the resizable one. This can make it seem like there are more fixed-size panels than there really are.
