Doesn't happen to me. From your screenshot it is hard to judge since it is not very verbose. Spaces can be caused by various glyphs respectively settings like tabs, insets, lists. – Instead of showing the screenshot as large as possible you could alternatively activate Special Characters, activate the Text Ruler and select an affected part in a next screenshot. For instance:

Could you show us the TOC panel, with the cursor on the TOC, and a screenshot with Text > Show Special Characters enabled?

Hm. I see only 1 Em space, it doesn't vary. And a battery of tabs.
And a baseline shift for all text (which doesn't cause varying spaces but doesn't look intentional either).

That screenshot is odd, @pcdlibrary

Is that list that says Contents really a TOC? If it were, the TOC panel should have been active when you had the cursor in the list, but it's not.

Rather, it appears that it's simply a list formatted by hand, with mostly Tabs not Em-Spaces.

You do not have Em spaces you have one or more Tab Stops. Replace the Tab Stops with Em Spaces using Find and Replace.
