Short answer: No

The reason is, it’s a raster effect, affinity can convert from vector to raster but not from raster to vector.

Thank you for your reply @firstdefence,
I'm much more confident with photo than designer, but I don't understand why it's a raster effect, I can zoom into it without losing any quality.
Would there be any other ways to achieve the same effect? I really would love to separate the outline layer from the shape.

I don't know if this will work for you, but if you want to keep only the outline on one side and the shape without outline on another side, you can duplicate the shape, set "Fill Opacity" to 0% in the "Outline" fx window on one of the shapes and delete the "Outline" fx on the second.

@G13RL So I'd like to be able to edit the nodes of it,
but I'd like the outline to be part of the new shape. I tried rasterising and tracing it, but it is never 100% accurate. and I also tried rescaling the original shape, but ideally i'd like the proportions of the shape with the outline added.
I'm sorry i'm struggling to explain! I hope you understand.

Yes.

Just use the original Shape converted to curves so you can use the node tool. The outline will remain as the outline.

All this assumes you are using a Curve or Curves Layer.

I have never mastered color management, period, so I cannot help with that.

@Old Bruce Thank you for your reply!
My problem here is I know that I can keep the outline on any path I make, But I want to convert the path itself to a shape. 
OR any way of achieving a similar effect.
