Is there a way I can buy the iPad versions of Photo and Designer without having an Apple product (no iPhone or iPad).

No.

Do you know anyone with an iPad? If so create an Apple ID and use your to make the purchases. Log out and wait till you get your own iPad. Then login with your Apple ID and download your purchases. You can download anytime after purchasing. That's about the only way. iPhone won’t work as the app is not shown in iPhone App Store.

Maybe buy via iTunes app on pc? If iTunes still exists, search Affinity Photo / Affinity Designer and then check to see if there is a iPad tab if so, choose the iPad tab, then make the purchase. Probably worth a check.

As @DM1 stated, you will still need an Apple ID, as it’s the only way for Apple to verify and identify your purchase when move around to different iPad devices.

It used to be easy to purchase iPad apps via iTunes on a Mac or a Windows PC, but not any more. I’m pretty sure @DM1 is correct that purchasing on an iPad is the only way now.

Thank you everyone for your response. I might have an old iPad at work but it would likely have iOS 9 or 10, would that still connect to the app store? It looks like I have an Apple ID but it's been at least 2 maybe 3 years since I've logged in.

If not, then I guess the two apps will cost me $40. instead of $20.  Oh well, not the end of the world!

Thanks again!

Yes it should connect ok. It 'should' be able to purchase but won’t run the affinity apps on iOS 9/10
