In Publisher there is a set of Alternates in the Typography panel available from Text > Show Typography. Not all Opentype fonts have alternate characters, some have one others have many. Here is an example from EB Garamond. You can set individual letters by selecting it or words by having the text caret in the word, here is is in "fish".
