Bitmap Trace with Affinity Photos?

I used a simple bitmap trace app to produce a SVG graphic from a photo like Below.  Surprisingly, I like it. 

(First pic is the photo, the second is the SVG)

Can I make this kind of SVG graphic from photos with Affinity Photo? If so, how should I do it?

You could get the effect but it would be applied as a raster effect not vector, something like the posterise filter should give a similar effect.

added a bilateral blur to smooth things out a bit

Also added a curves adjustment to tone down the garish colours

Inkscape or one of the online tracers is the only option for the foreseeable future.
