Why can't I copy and paste? Affinity Photo

Hi all, I am new to Afinity Photo so forgive me if this is obvious. I am used to Photoshop. I use the marque tool to select part of a layer and then choose Copy and then Paste (into a new layer) I just get a complete copy of the whole layer and not the part I have selected with the marque tool. What am I doing wrong? Thanks

Because you work with Image layer (single object - whole image), not Pixel layer (array of individual pixels after image rasterize).
