Publisher - create opacity on background layer

Just a quickie, having experimented for some time now I am unable to figure out how to lower the opacity of my absolute background layer (a tiff image) so that it is less intense, underneath is just of course the white.  I rasterized the layer, though why they have an elipsis after that word in the drop down menu beats me since I was expecting another dialogue box to open, as is the usual case when one sees an elipsis after a word in a drop down menu.   Anyway, is it possible to do this is the much shorter question.

Microsoft - Like entering your home and opening the stainless steel kitchen door, with a Popup: 'Do you really want to open this door'? Then looking for the dishwasher and finding it stored in the living room where you have to download a water supply from the app store, then you have to buy microsoft compliant soap, remove the carpet only to be told that it is glued to the floor.. Don't forget to make multiple copies of your front door key and post them to all who demand access to all the doors inside your home including the windows and outside shed.

Apple - Like entering your home and opening the oak framed Kitchen door and finding the dishwasher right in front you ready to be switched on, soap supplied, and water that comes through a water softener.  Ah the front door key is yours and it only needs to open the front door.

Choose the tiff image and in the Layers Studio at the top change the Opacity: to something less than 100%

I have never mastered color management, period, so I cannot help with that.

The ellipsis is there because when your tiff image (or any other layer) includes layer FX, you get this popup menu when you choose "Rasterize..."

Ah, I looked there before posting, what I missed was that tiny box bottom right......thanks.

Ah That explains it.  Could not find the answer in the help.
