Do you mean an image texture or a procedural texture? Is this in Designer, or Photo, or both?

Look in FX STUDIO, Styles at bottom. There are some default styles and the Resources area h as plenty of free styles you can download and import.

A few to get you going. You may have to go back a few pages on Resources.

The styles I see are way more than what I am looking for.  I just want to be able to change the surface of an element from smooth to rougher.  The tool, if it exists, probably has a slider or perhaps number inputs.

Have you tried the Noise filter will make it look rougher, or perhaps the Procedural Texture filter that Arthur mentioned. You could also place Texture images and set blend mode to overlay or such.

If you only want to use the shape of the text, you can achieve that by clipping the texture image to the text layer.

Using a blend mode such as ‘Overlay’ allows you to retain the colour of the text but it also keeps the entire image visible, so you need to clip the result to a duplicate of the text layer:
