Please comment on the best way to invert digitally photographed or scanned Black & White film negatives to positives for retouching prior to printing.

Just select the layer and invert. 

Layer > Invert.

On the Mac it is Command + I for a short cut.

I have never mastered color management, period, so I cannot help with that.

I have color negatives that are ~30years old i.e. some significant fading going on. Any best/better techniques to revitalize these as well as possible?

So scanners have a negative holder that will allow you to select and scan the negative.  May just be able to adjust them once scanned.
