Changing default image/pixel layer bar from blue to another color

Not at the moment, that is the colour to indicate selection of the layer. If you take a screenshot of the layers panel with ta layer selected and invert the colours it will display as a rich caramel colour. (in the image the right example is just a colour inverted duplicate of the left image)

What you are seeing in the videos is probably the result of the system-wide highlight color being set to brown in System Preferences > General on a Mac, like this:

I do not know if there is anything similar in Windows.
