Looking for a Scale tool in Designer

I want to resize an object by a certain percentage.
I know I can change the Width and Height values, but they don't seem to be locked to scale proportionally.

In the transform Panel you can just type in percentages so as an example type 50% in the height or width box and make sure they are linked and it will resize to 50% its size.
