It looks as though there’s no small caps mapping for the ell with a tail in this particular font. As I said in my previous post, there’s no small caps mapping for the ell with a tail: the Stylistic Alternates rules cause ‘l.1’ (i.e. ell with a tail) to be substituted for the straight ‘l’, but the Small Capitals rules only cover the ‘l’ (ignoring the ‘l.1’ variant) so because the ‘salt’ rules are applied before the ‘smcp’ rules the ell with a tail is left unchanged.
