There's no dynamic background blur feature/FX. You can however do it dynamically in Photo using the Blur live filter coupled with a mask. Quote A Guide to Learning Affinity Software

Staff MEB Posted September 29, 2016 Staff Posted September 29, 2016 Hi JokeRat, Basically it simulates the blurred transparency effect you see in macOS Sierra (and older versions). The idea is to select a vector object let's say a rectangle, apply the background blur FX to it and it blurs everything behind it dynamically. Quote A Guide to Learning Affinity Software
