The basic problem is that you have three copies of the same Designer file in your Publisher document, i.e., you'll see in Resource Manager that the three instances are grouped so when you make a change to the Designer file because all three Layers are visible in the Designer file when resaved, Publisher updates all three instances to reflect the state of the updated Designer file, i.e., all Layers visible... It's effectively the same as changing the colour of one of the Layers in the Designer file, doing so and saving will update all instances of the colour change in the Publisher file... Unfortunately, there is currently no way for the three instances of the Designer file in the Publisher document to be independent of each other apart from saving them as three individual files using different file names but in doing so only that specific Designer file would be updated in Publisher when a change is made to the source Designer file... I'll not go any deeper into the into the subject matter but this image 'update issue' could (should?) be solved I think. It's a really usable feature ... but (absolutely) not in its current state. As a workaround one can use multiple artboards and use these as 'Layers' in Publisher, not really what I want but these will not 'reset' when updated ... I'm not aware it's actually been logged as a bug unless you've found a bug reference in one of the threads regarding this... I think (but could be wrong) that it is currently seen as 'expected behaviour' but something that requires a feature request for improvement... I've not looked so it may already have been requested... I think the Artboard approach is pretty much the same as having individual files for each instance. It's certainly a feature that could be improved but unless Publisher has an option to recognise instances of the same source file independently then it's difficult to know it would be achieved...
