Your first sentence makes it should like it is possible, but your second makes it sound like it isn't. It should be in the Paragraph > Spacing subsection but as you probably have discovered there are no vertical alignment options there. It is not in the Paragraph Text Style because there is the possibility to have more than one paragraph in a text frame. So there is the possibility that one text frame could have several paragraphs trying to align themselves to different locations. Centred and Top for instance.
