Inpainting changes the pixels, so the image needs to be rasterized. In any case, you can't inpaint such a large area, as there is not enough information in the surrounding area for it to work properly. A placed image layer is effectively like a vector layer, no matter how large or small you scale it, it always has its original resolution …… until …. you rasterise it so that it takes on your documents underlying pixel resolution. If you open an image directly by File->Open then the document resolution will be the image resolution and will be automatically converted to be a pixel layer. All the pixel tools require a pixel layer, adjustments are not pixel tools so will always work. Also make sure you accidentally don’t have a pixel selection active by ^D to deselect first. Check your Assistant settings which can automatically carry out certain tasks such as rasterise depending upon what you are doing. The same is true of a Pixel layer/object. Pixel and Image objects have differences, but they both scale non-destructively. Quote
