Child layers may have individual opacity. from the recording it maybe possible you worked on a child layer first and then selected the group, explaining the situation. Can you upload the actual file? That is exactly what is happening... The nested layer/s have their opacity set to 100% and the Layer itself has its opacity set to 73% using Passthrough which means when the opacity of the Parent Layer is set to 100% the selection appears opaque which is the expected behaviour...
