You cannot change the color of Text Frames, as you've mentioned. And, personally, I don't think I'd want to, but I could simply ignore that function if it were available so I do not have any issue with an option for that, too :)

You can, though, if it helps you now:

  • Turn off View > Show Text Flow, which will hide the frame for the Text Frames that are not currently selected, such as the top one in your screenshot.
    or
  • Change the color of all the bounding boxes that are located on a particular Layer layer. For that, first create a Layer (Layer > New Layer or use the Add Layer button at the bottom of the Layers panel). Then, right-click on the Layer in the Layers panel, and choose Properties. Change the color. After that, all objects in that Layer will use that color for their bounding boxes. Example:

Note: You could put the Layer on a Master Page in Publisher, and then any Text Frames that were inherited from that Master Page could have a different color for their bounding boxes.
