How do I get the 2 dots resizing function for multiple Artboards?

At 3:59 in this Designer video from Affinity, there are 2 dots in the lower right corner when resizing multiple Artboards. 

I can't seem to replicate this. Is there any setting not mentioned in video that needs to be enabled?

Do you have multiple Artboards selected as the tutorial shows?

I think you need to have at least one Frame Text Text Frame in the mix for that extraneous resize handle to show up.

With Frame Text Text Frame:

It's not exactly "extraneous", as it has the effect of also scaling the Frame Text along with the Artboard.

If it's just for the second handle, the frame text can of course also be inserted as a pseudo one (aka an empty frame text) in order to get the wanted second resizing handle.
