I have several artboards for exporting my comic strips. Also I have a global layer with the speach bubbles that is placed over the artboard but is not part of it (and shouldn't be). I created that so that I can export multiple formats with multiple languages with one click

Problem: If I move the layer it will automatically be added to the underlying artboard, even if the layer is locked

 

Bug or feature (that I can deactivate somehow)?

I suppose you could call it a feature, but it's not one you can deactivate.

There are no Global Layers. You can try to simulate one as you've done, but if you move it, then it will become part of an Artboard.

Publisher, using Pages and separate language-based layers on a Master Page might work better for you. But you would lose the Export Persona, in case that is important to you. But you could easily switch languages by enabling or disabling layers on the Master Page.

Would make things easier if you could just define in an export slice which layers are visible and which not. So I colu

I don't work with Publisher at all. Wouldn't solve my problem to get a one-click Export...

Not at all.
You'll have to set up your multi-page based layout and all master pages via File > Edit In Publisher but else you can do all the work in Designer, including Export persona. Then simply switch between pages/master pages using the Status bar. You may only need to go back to Publisher if you have to add pages or masters.

Use the little button at bottom left of Layers panel to disable Edit All Layers, and then the Artboards will stop stealing the "global layer".
