How to add a filter (plugin) that effects all layers at once ?

Whenever I want to use a filter, it only effects the selected layer. Is it possible to use a filter that effects all layers beneath it at once ?

Try to apply the filter on a merged visiable layer then, or on a group of grouped layers.

Put the filter layer at the top of the layers, everything below will be affected.

(Third-party) plug-ins can only be used on a single (selected) pixel layer at once (which is what's passed to the plugin).
