Spring File Window

Hi there, in some cases, for example when the Text Frame palette is active, the Place file window springs from this palette instead from the main window.

I'm seeing the same thing on Ventura. It's the Place dialog opening from any panel, not just Text Frame. And it's just Place, not any similar windows like Open, Export, Import Content, Print, Save as Package. I never work with undocked panels so I'd never encountered it before.

To replicate it:

1. Open an undocked panel
2. Choose File > Place - it opens centred as it should
3. Move the undocked panel a bit
4. Choose File > Place - it opens from the undocked panel instead of the document window
