Panel sizes can often be adjusted in various different ways.
Dialog sizes are often not adjustable.

(Panels are specific things in the Affinity applications.)

If you can give us a screen-grab of the thing you want to resize then we can tell you whether it can be resized.

That particular dialog is not resizeable.

The general rule is that if you cannot group the ‘box’ with the Panels in the left/right studios then it’s a dialog, rather than a panel, and it cannot be resized. (There are some exceptions, such as the Resource Manager dialog.)

Just out of curiosity, what would you imagine happens to this box/dialog when increase size?
For panels like Swatch/Layers/History, where increasing the panel will allow more items to be displayed, I can't think of anything else for this dialog besides taking up a large part of the work area (which is personally undesirable for me).
