How can I control compression/file size when saving an image as .jpg?

Edited a scanned image, then tried to save as .jpg, but no option to control file size.  Original resolution is not good enough to justify a 1.4Mb file size.

How can I control .jpg compression/file size when saving from Affinity?  Photoshop [Command+S] usually pops up a window to adjust file size; [Command-Shift-S > Replace] always does.

I use the Lanczos choices when upsizing.

Photoshop has resampling method options, too, but hidden in its app preferences. "Bit clunky but works" 😉
