Welcome to the forums @Annimac

Dragging a randomly selected JPG from File Explorer (or my Desktop) to Publisher – with an open document or no open document – works fine for me.
How are you dragging the JPG file (what physical actions are you using), and what input device (mouse/tablet/trackpad/etc.) are you using?
Also, which version of Windows are you using?

Dragging a JPG or any file from File Explorer (or the Desktop) to Publisher or any app does not currently work in Windows 11

This is a generic Windows 11 problem not Affinity's, which should be fixed in a later version of Windows 11

There are some user created (GitHub) fixes if you can't wait that long

In Affinity Publisher you cannot drag and drop a jpg into a document you will need to ether place it into a picture frame or directly into the document.
