Is it that you want the effects to scale with the text, rather than staying the same when you change the size? If so, you need to check the "Scale with object" box. If not, you'll really need to give us a few more details about what you want to do and what isn't working for you. If you don't see the settings box, you need to click on the "Settings" button, to the right of the effect name.
