Welcome to the forum. I did not fully got the issue, could you please provide a screenshot and some more details? 
 

As a general advise, you have much better control via masks when using sharpening tools in Photo Persona. Refinement simply applies a global sharpening wich often Leads to unfortunate results, e.g. for sky and clouds or amplifying noise in otherwise smooth areas.

This happens because the detail refinement you see in develop persona is being applied live to the image. To increase app's performance we use mipmaps (lower resolution versions of the image) to perform these adjustments live when the zoom level is below 100% (from this point above we use the full image for rendering) and so if you aren't checking the image at 100% zoom in Develop Persona, when you press Develop, you may see some differences in the detail refinement when the adjustments are baked up into the image because you were seeing the effects applied to the mipmaps/low resolution versions of the image in Develop Persona and not to the full size image.

To get an accurate preview in Develop Persona make sure you are seeing the image at 100% zoom or above in Develop Persona to "force the app" to use the full image resolution for the live adjustments instead of the mipmaps it uses when you are seeing the image below 100% zoom.
