Sorry, no real idea in that case, except that the 1.9.2 release requires (for some as yet unknown reason) that Windows 7 be fully up-to-date. 1.9.1 and earlier did not require that. So if there are any Windows 7 updates you haven't applied, all I can suggest is applying them.
