How can I change picture into only 1 color like rubber stamp? On [Affinity Photo]

You could create a stamp brush 

1. First use the selection brush and make a selection of the part of the picture you want to for example the face.  once you have a fairly good selection click refine and brush over any areas that need a bit of work to fine tune the matte.  Once you are happy down at the bottom of the refine panel under output select new layer and click apply Affinity will nowcreate a new layer with your object or face cut out.

2. now you will need to apply a threshold adjustment you can dothis either from the adjustments panel or by clicking the adjustments button at the bottom of the layers panel.  Play around with the threshold setting until you get something you like.

3. Now you should have a black and white image. You need to remove the white by masking it out. make sure your image is selected in the layers panel and shift select the threshold adjustment and right click and select merge visible.  now you should have a new raster layer.  with this new layer selected in the layers panel go into the select menu and go down to tonal range and choose select shadows now all the black areas will have a marching ants selection.  click the mask button at the bottom of the layers panel and the white areas will be masked out.   You can either keep the mask selected and move on to the next step or if you want to make it look a bit distressed you could take the eraser brush and use a grungy texture brush and remove some bits here and there. Then go back and select the shadows again so you have the mask as an active selection again

4 with the mask still selected ( you should still have the marching ants) go to the brushes panel and either create or select a category for your new rubber stamp brush.  click the brushes menu button at the top of the brushes panel and choose new brush from selection this will create a new intensity brush that you can stamp on by clicking with the brush tool. use the colour panel to set any colour you want.
