I gather that the vector crop tool isn't for cropping out the background to resize the newly create document, but rather cropping objects created or placed on the document. After fooling around with it, I determined that I need to create my drawings on artboards rather than just the document then I can resize the artboard using the artboard tool. It is a shame the crop tools do not work the same as in photo. It has been many moons since I have worked in adobe illustrator so I have forgotten just about everything, but if I recall, that is how you crop in that application too. Have as many artboards … er, I mean crops as you need. An artboard is essentially something between a layer, a mask and an object: all its children are being cropped, they will be moved within, it can have a color background, blend modes, you can make them a child of a layer, you name it. If you move an object outside of the artboard vertically, i.e. using the Layers panel, then the object won't be cropped and won't move with the artboard, but it still can be exported as part of the artboard. Summed up, Artboards are much better than the Crop tool!
