Can you copy just that page to a new document, confirm the error still exists than upload that document to the forum? Also please add what version of Publisher you are using. A couple of things here, first your text frame is set for a 10 mm gap at the top and the bottom, and you have a vertical alignment of Centred applied to the frame. I cannot be certain but from what I see on the context toolbar it appears as though the same centred vertical alignment is set for the Paragraph style. Are you trying to get the Text Frame to be only the height of the text? If yes then you can change the settings for the text frame or use Art Text tool to contain it. These are screenshots from your video: I'm trying to make sure that there's always 10mm space between the top and bottom of the title and whatever is above and below it.
