Paragraph attributes functionality

Hello to the group - I am a very new user (today), I do have experience with Quark though. This is looking like a great application and will suit my needs better as time marches on. But I do have a query, if anybody can help. I have a sample of text typed into a text frame (as per the image). I want to change the paragraph attributes (space after, space before etc). But if I type in a new figure into the attributes panel it will not apply the adjustment and simply defaults back to the shown settings (supplied defaults). I can adjust leading with no issues, that works perfectly. I can add drop caps but only with the default settings, if I change a drop cap default setting is reverts back to default and will not 'stick'. I can add tabs to the text box via the text box ruler, but again if I try to add tabs in the paragraph attributes it will not work. These attributes simply will not alter and stay altered, almost as though the commands are not getting through and reverting straight back to defaults. Am I missing something obvious here at all?
 
I am on Mac OS10.9.5, I appreciate this is an older system, but it is listed as compatible. Currently, due to other software, I cannot upgrade the Mac OS.

Within the last couple of hours Serif have released a new public beta of Affinity Publisher 1.9.1 for macOS which includes a number of fixes for issues with the paragraph panel. 

I don't know if your specific problem is solved by this, but you can download the beta and test it without affecting your original installation. I've tried the Space Between settings in the beta and as far as I can tell they work as they should.

Reset Publisher settings to default? —> hold ctrl while launching Publisher to open the "Clear" dialog

If I apply a drop cap, for instance, I get the default settings as expected. If I the adjust the settings I get no visual feedback on the text. As soon as I move away from the paragraph attributes panel and click back on the text frame my inputted numbers in the panel revert to the default figures. Nothing actually changes in the text. I have installed 1.8.6 and it all works perfectly. So I have to assume it's a bug in 1.9.

It could well be that it's a Mavericks issue. Until two years ago I was using Photo and Designer on Mountain Lion, and while the Mac App Store versions were still considered "compatible" until 1.8.6, it wasn't really always a pleasure to use, especially due to many UI glitches.

FWIW, this does not happen on my iMac running Catalina.
