I love how InDesign's Paragraph Border and Paragraph Fill functions are neatly merged into the Decorations panel in Publisher. I'm just missing the ability to add rounded corners to the fill decorations. Any chance that might be added in the future?

A nice idea.
You can get something similar – but not great – by using a Bottom Decoration with a thick line (with Round Cap) and an offset Bottom value, as per my attached screengrab.
It’s not perfect, but it might do for some basic uses (try adding a Left Indent to shift the text to the right a bit).

You’re welcome.
Being able to specify a rounding value for the corners, or, better still, also being able to define the corner type – rounded; chamfered; concave; cutout – (as we can with rectangle shapes and the Corner Tool, for instance) would be a nice addition.
