I am a rank amateur at brushes, but I have made some image brushes and found that they could be created and worked properly when I made them from a PNG which had been Saved Without Background. Like @jmwellborn I too am a rank amateur regarding the creation of brushes but I think they need an alpha channel which JPEG does not have. I have never mastered color management, period, so I cannot help with that.
