.I used to have a tools panel on the left side of my screen with move tool, shapes, etc... I don't know what I did but now that panel is gone. I tried shrinking the app to see if it was just off the page but that didn't help, just made the pages smaller. I found posts about "missing tool bars" which I assume is the set of tools at the top of the page.

view>studio>reset does nothing... This is on Windows 10

Open the View menu & near the bottom there should be a "Show Tools" item. Make sure it is ticked. (Do not confuse that with the "Show Context Toolbar" & "Show Toolbar" items above it.)

I have the same problem.  I lost all toobars but got the one to the right back.  I can't get the left one back.  Have tried both quoted options.  I am working with publisher.  Can anyone please advise.

Welcome to the Serif Affinity forums, @Mind and Body.

If you lost everything, you probably pushed the Tab key (shortcut for View > Show/Hide UI). The fix there is simply to push Tab again.

It's difficult to be sure what you're talking about as you're not using proper terminology and didn't provide a screenshot for clarification. There is only 1 Toolbar (horizontally across the top of the window). There are other aspects of the User Interface (Context Toolbar, Right Studio, Left Studio, Tools) but none of these is a "toolbar".

If you mean you've lost the Tools try View > Show Tools.

If you've lost the Left Studio, then View > Studio > Show Left Studio or possibly View > Studio > Reset Studio.

I've had the same issue in the Mac version. The Reset Studio command, and then making the Left Studio reappear, is the only solution I could find.
