fit pictures to frame

Don’t know if this will help, but this is what I do.  Select the Picture Frame Tool (either the rectangle icon or the ellipse icon with the cross mark inside) and drag out something the size you want on your canvas.  Then go to FILE>Place and select the image you wish to use from its location (in Mac it is possibly Finder>Pictures).  When you find your image and click on OPEN, your image should appear inside the picture frame with the cross mark, which is on your canvas.    You can then use various adjustments available to you.

When you have placed your image into a picture frame, and have the frame selected, you'll have a Context Toolbar with some Properties options that may be what you're looking for:

If the picture and the frame do not have the same aspect ratio it may not be possible to get an exact fit, of course.

By the way, the button to the right of that Properties button will resize the frame so it fits the picture.
