There's a risk that anything you've created and/or saved using the 1.9 beta won't be openable using 1.8.4.

Easiest way is to use the Get Info in the Finder on one of the Publisher files and then use the Change all after you select the 1.8.4 version in the Open With section.
uninstalling the beta is by dragging to the trash and no doing so will not break your retail version.

The release of Publisher 1.8.0 has made me soooooooo happy!!! Now I can finally update to Mac Catalina since I'm no longer bound to InDesign CS6.

Publisher 1.7.3 cannot open IDML files. That is actually a new capability currently in beta. You can try the beta for yourself, but until 1.8.0 is officially released, you can expect issues.
