This is a first but the blur brush tool won't work. It seems to be working on the clear layer underneath the actual photo and no matter how many times I select the proper layer it just doesn't work at all.

I've tried restarting my Mac several times with zero success of it working. All the other tools are working fine. Just blur is not working. Please Help!

Welcome to the forums :)

With the Blur Tool selected, please press 'More' on the context toolbar and provide a screenshot of the 'General' and 'Dynamics' tab of the brush editor, as it's likely you're using a different brush with this tool that isn't working as expected or isn't providing the inteneded results.

Okay here is the screenshots of the 'General' and 'Dynamics' tab of the brush editor.

I've tried so many things with no success... I hope I can resolve this soon as I need it for my work!

Try moving the sliders (left and right) on the hardness, flow and Opacity and finish setting them back to what they were. I had this and it was like Affinity was stuck and just needed a shake.
