I want to select some part from an "image layer" and then duplicate the selected part as a new layer. Can I achieve this without rasterize the "image layer" first?

Hello @himhimlo,

no
Rasterize image, make a selection and duplicate with CTRL + J,
it will create a new layer of the selection.

Duplicate the original image layer (if you want to keep it intact)

Make your selection on the duplicate then click the mask icon in the layers panel
